What the first year really costs.

Costs only. It never estimates income, because no honest source can. Example figures are filled in; change any of them. The notes under each field say where the figures come from.

Part 295 in 60 seconds

There is no US aircraft broker licence.

  • 295.5An air charter broker arranges charter flights on aircraft someone else operates. The DOT rule covers you the moment you do that.
  • 295.24Before a contract: name the operating carrier and say whether you act as its agent or as an indirect carrier. On request: your relationship with it, total cost, likely fees and your insurance.
  • 295.22No unfair or deceptive practice. You may never present yourself as the airline.

Sales brokers fall under ordinary business law and, in a few states, dealer registration. No training certificate, IABI's included, changes any of this.

US averages collected in September 2026. Pay is mostly commission, and almost nobody hires for a job titled “aircraft broker”: look for charter sales executive, trainee broker, sales associate or transaction coordinator.

Four jurisdictions

No country we checked licenses “aircraft brokers”.

  • USNo federal licence. Charter brokers follow DOT disclosure rules in 14 CFR Part 295. Guide
  • UK / EUNo broker licence. Selling flights in the UK can need an ATOL unless an exemption, such as Whole Plane Sales, applies. Guide
  • GCCNo rule names brokers. Saudi GACA lists two nearby economic licences; Qatar licenses travel offices from April 2025. Guide
  • CanadaCTA Decision 100-A-2016: resellers need no air licence if they do not hold out as a carrier. Ontario, BC and Quebec regulate travel sellers. Guide

Glossary

Speak the room's language.

Direct air carrier
The operator in operational control of the flight. Part 295 requires a charter broker to tell the customer who it is.
Indirect air carrier
Sells air transport in its own name but uses a direct air carrier to fly it. A broker must say which capacity it acts in.
FBO
The private terminal that handles parking, fuel, lounges and ground services. Trip-day coordination runs through it.

Do I need a license to be an aircraft broker?

In the United States there is no federal aircraft broker license. Charter brokers must follow the US DOT’s rules in 14 CFR Part 295, and a few states license or register aircraft dealers. Read the full answer .
